  81             Developing skills for independence should start at a very early age and build towards the skills
                 and abilities needed for young people to live independently. You will receive training and support
                 to help you provide effective guidance.

  83             Preparing for Independence
  83           </h2>
  84           <p>
  84             You should build into the routine a chance to practice skills such as cooking and cleaning. This
                 may start with an easy task such as cake making or preparing food and drink.
  84           </p>
  85           <p>
  85             It is also useful to include young people in supermarket shopping where you can help them to
                 understand (for example) the difference between the cost of convenience foods and fresh foods.
  85           </p>
  86           <p>
  86             As the child gets older they should be given responsibility for paying for things from their
                 pocket money or savings such as magazines, activities, toiletries or mobile phone credit.
  86           </p>
  87           <p>
  87             You should support all children to open a bank or building society account in their own name. Some
                 Children’s Social Care Services have savings schemes and expectations.
  87           </p>
  88           <p>
  89             Listed below are areas to think about with young people when preparing them for independence:
  89           </p>

  91               Budgeting, managing money and savings.
  91             </li>
  92             <li>
  92               What food to buy, how to cook it and keep it.
  92             </li>
  93             <li>
  93               How to use a washing machine and ironing.
  93             </li>
  94             <li>
  94               Housework and cleaning.
  94             </li>
  95             <li>
  95               DIY such as putting wardrobes up, putting plugs on and decorating.
  95             </li>
  96             <li>
  96               Thinking about their futures; what do they want to do, employment, further training, and how can
                   they achieve this?
  96             </li>

  97                Accessing advice and support from others.
  97             </li>
  98             <li>
  98                Leisure activities and other interests.

 100             These are some of a range of things young people need to learn how to do and need to be thinking
                 about. It is important that you support the young person to develop their self esteem and
                 resilience in order to survive living independently.

 101             It is tempting to do things for them but remember this will not help them in the long run when
                 they are living on their own.
 101           </p>
 102           <p>
 102             If you are caring for a child who is 15 years or older, there will be additional services to help
                 you support and prepare them for independence including having a Personal Adviser. Your
                 Supervising Social Worker or the child’s social worker will talk to you about this.

 104             The Pathway Plan

 105             Every young person should have a special assessment no later than 3 months after their 16th
                 birthday that identifies their needs as they move towards independence. You will be asked to
                 contribute to this and to help the young person to achieve tasks and gain skills that they will
                 need in adulthood. These tasks and other elements will form a

 106             This Pathway Plan will include the educational and employment arrangements support and
                 accommodation plans including financial help.

 107             This doesn’t mean that the young person has to leave your care as being looked after by you might
                 be an important part of their independence especially if the young person (for example) has a
                 disability or if they are planning on moving to University.
 107           </p>

 108             The Pathway Plan will cover some of the following key areas:
 108           </p>
 109           <ul>
 110             <li>
 110               Health.
 110             </li>
 111             <li>
 111               A plan for education, training or employment.
 111             </li>
 112             <li>
 112               Support to develop and keep appropriate family, social and sexual relationships.
 112             </li>
 113             <li>
 113               A programme to develop practical skills to live independently.
 113             </li>
 114             <li>
 114               Budgeting and money management.
 114             </li>
 115             <li>
 115               The young person’s accommodation needs including any adaption’s for a young person with a
                   disability.
 115             </li>
 116             <li>
 116               What is needed to provide the young person with support.
 116             </li>
 117           </ul>
 118           <p>
 118             Training and support will be available from the fostering service on developing independence in
                 young people including those with a disability or special need.

 122             Local Authority&rsquo;s must provide information about the possibility of extending a young
                 person&rsquo;s placement when they are 18.

 123             If you feel this is an option for you to keep the young person with them, the first

 123             following their 16th birthday should consider a Staying Put placement.  This will mean assessing
                 the implications for both the young person and your family.

 124             Following the young person&rsquo;s 18th birthday, the legal basis on which they live in the foster
                 home changes (the legal term is that the young person becomes an &lsquo;excluded licensee&rsquo;
                 lodging in the home) – this does not mean that the young person will be treated differently than
                 when they were fostered.
 124           </p>
 125           <p>
 125             Although Fostering Regulations do not apply to these situations there may be certain checks
                 carried out over time. The Local Authority will need to assess and consider the appropriateness of
                 these checks particularly where the young person is the only person living with you and it is not
                 envisaged that further children will be placed.
 125           </p>
 126           <p>
 126             As a foster carer, you should be aware of the corporate parenting principles and in your role to
                 support, as well as advocate on behalf of, your foster child.
 126           </p>
 127           <p>
 127             In addition, Haringey publishes a ‘Local Offer’ for care leavers, advising them of the support and
                 assistance that they can have up to the age of 25. For children in year 9 and above, it would be
                 helpful to have familiarity with the opportunities and support available and be able to discuss
                 these with the young person when appropriate. Be mindful also that the Local Offer will change and
                 develop over time (see

 130             Post Eighteen Placements - Young People Remaining in Placement Prior to Undertaking a Course of
                 Higher or Residential Further Education

 131             Where a young person

 131             remains in education past their 18th birthday and is working towards an offer of a place on a
                 higher education, or a residential further education course and it is assessed as appropriate for
                 them to remain with their carer/s until they commence their course, the following principles
                 should apply:

 133               From the young person’s eighteenth birthday until the end of June when they complete their ‘A’
                   levels or equivalent courses, the carer/s’ allowance will remain at the full fostering rate or
                   reduce to £200 week supported lodgings allowance.

 134               From the beginning of July to the point when the young person commences his or her education
                   course, (usually early October) the carer/s’ allowance will reduce to the local housing benefit
                   reference rate for a room in a shared house and then further negotiation with regard to a
                   contribution to household bills, food costs and expenses.

 135               The young person should pay their contribution from employment, their training allowance or
                   benefits.
 135             </li>
 136             <li>
 136               The placement is no longer deemed a foster care placement and is classed as an independent
                   ex-foster care placement (in terms of Income Tax and National Insurance regulations the
                   placement is deemed a vulnerable adult placement). Carers must be made aware of the Income Tax
                   and National Insurance regulations relating to post eighteen placements that are set out in the

 137               The Income tax and National Insurance regulations highlight that payments and allowances made by
                   the local authority of up to £400 per week for the care of the young person do not count as
                   income for tax purposes (2008-2009). For the first vulnerable young person/adult the allowance
                   is £400 per week for the second and third vulnerable young person/adult the allowance is £250
                   each per week.

 138               In certain circumstances payments for post eighteen placements may require the completion of a
                   relevant tax declaration. Additionally, the payment may affect any state benefit the carer/s are
                   receiving, particularly Housing Benefit, Income Support/Job Seekers Allowance and will need to
                   be declared to the Department of Work and Pensions and specialist advice sought.

 139               Specialist financial, benefit and tax advice should be sought in all circumstances to ensure
                   that carers are fully aware of the implications of providing a placement to a young person over
                   the age of eighteen.

 140               The final allowance rate should be set to ensure compatibility with the carer/s’ benefit and tax
                   situation.
 140             </li>

 141               The allowance paid to a carer/s covers all household expenses and food for the young person.
 141             </li>

 142               All boarding out and maintenance payments cease from the date the young person commences their
                   education course, or leaves their placement (usually mid September to the beginning of October).

 143               If a young person wishes to return to his or her carer/s in the vacation period, the carers will
                   be given a supported lodgings payment of equivalent to the housing benefit shared accommodation
                   rate for the area (approx £90) per week to cover rent &amp; expenses.

 145             If the young person decides not to attend university, or takes a gap year prior to the start of
                 their degree course, and wishes to remain within the foster carer/s’ home, this will be deemed as
                 a private arrangement.

 148             Post Eighteen Placements  - Private Arrangement between Young People and Foster Carers where Both
                 Parties Wish to Extend the Placement

 149             Where it is assessed that a young person (former relevant child) is not vulnerable and can leave
                 their foster placement, but both the carer and young person wish to extend the arrangement this
                 will become a private lodgings arrangement. SSC will cease to fund the placement and the young
                 person and their carer/s will need to agree both the level of payment and practical

                   the amount the y/p would receive based on the local housing benefit reference rate for a room in
                   a shared house and then further negotiation with regard to a contribution to household bills and
                   food costs.

 152               The young person should pay their contribution from employment, their training allowance or
                   benefits.

 153               Carers must be aware that payments from the young person may affect any state benefit they are
