 158                   1. Introduction
 158                 </h2>
 159                 <p>
 159                   All approved foster carers will have an allocated, suitably qualified fostering social
                       worker. The allocated fostering social worker is responsible for supervising and supporting
                       carers, ensuring that they have the necessary guidance, support, challenge and direction to
                       maintain a quality service, including safe caring practices. This will include an
                       understanding that they must work within the

 159                   and the agency's policies, procedures and guidance.
 159                 </p>

 160                   The fostering social worker must also ensure that the foster carers' training and
                       development needs are identified, and that newly approved carers work towards completing the
                       Training, Support and Development Standards for Foster Carers Workbook. They also have the
                       responsibility to ensure foster carers are familiar and made aware of new policies and
                       guidance.

 161                   The foster carer(s) should be fully aware of the&nbsp;
 161                   <a href="http://www.minimumstandards.org/fost_twentynine.html" target="_blank"
                       rel="noopener">
 161                     Notification of Significant Events
 161                   </a>
 161                   &nbsp;and the need to immediately report to the fostering social worker or Fostering Agency
                       the following:
 161                 </p>
 162                 <ul>
 163                   <li>
 163                     The Death of a Child;
 163                   </li>
 164                   <li>
 164                     A Serious illness or serious accident of a child placed with them;
 164                   </li>
 165                   <li>
 165                     The outbreak at the foster home of any infectious disease (which in the opinion of a
                         general practitioner attending the home is sufficiently serious to be notified);
 165                   </li>
 166                   <li>
 166                     An allegation that a child placed with them has committed a serious offence;
 166                   </li>
 167                   <li>
 167                     Concerns that a child placed with them is being sexually exploited;
 167                   </li>
 168                   <li>
 168                     The Police been called to the foster carer's home as a result of a serious incident
                         relating to a child placed there;
 168                   </li>
 169                   <li>
 169                     A child in placement who has gone missing;
 169                   </li>
 170                   <li>
 170                     Any serious concerns about the emotional or mental health of a child, such that a mental
                         health assessment would be requested under the Mental Health Act 1983.

                     relation to the child and their Care Plan and Placement Plan.

 180                   2. Planned Supervision Visits
 180                 </h2>
 181                 <p>
 181                   A programme of supervision visits should be set up and agreed between the foster carer and
                       the fostering social worker from the time of the foster carer's approval, and endorsed by
                       the fostering social worker's line manager. If there are two foster carers, both should be
                       present for at least half of the arranged visits.
 181                 </p>
 182                 <p>
 182                   Supervision is essentially a supportive and enabling two way process to:
 182                 </p>
 183                 <ul>
 184                   <li>
 184                     Ensure the foster carers understand how they contribute to the local authority's services
                         for children;
 184                   </li>
 185                   <li>
 185                     Enable foster carers to contribute effectively to the plans for the children for whom they
                         are caring;
 185                   </li>
 186                   <li>
 186                     Provide appropriate monitoring and feedback on the foster carers' work to ensure the
 186                     <a
                         href="https://www.gov.uk/government/publications/training-support-and-development-standard
                         s-for-foster-care-evidence-workbook" target="_blank" rel="noopener">
 186                       Training, Support and Development Standards for Foster Carers
 186                     </a>
 186                     are fully met;
 186                   </li>

 187                     Complete personal development plans for each carer, which are linked to their training and
                         their annual review;
 187                   </li>
 188                   <li>
 188                     Support foster carers by providing advice or making this available from elsewhere as
                         appropriate;
 188                   </li>
 189                   <li>
 189                     Give foster carers an opportunity to raise any problems and make sure they are addressed
                         appropriately;
 189                   </li>
 190                   <li>
 190                     Acknowledge the challenges and demands that the fostering tasks make on foster families
                         and ensure appropriate support is available;
 190                   </li>
 191                   <li>
 191                     Recognise and address any difficulties the foster carers' own children may be experiencing
                         arising from fostering; and
 191                   </li>
 192                   <li>
 192                     Assist foster carers to work in an anti discriminatory way that respects and promotes
                         individual differences.
 192                   </li>
 193                 </ul>
 194                 <p>
 194                   The agenda for each meeting should cover:
 194                 </p>
 195                 <ol style="list-style-type:lower-alpha">
 196                   <li>
 196                     Matters arising from the last supervision;
 196                   </li>
 197                   <li>
 197                     Personal issues, e.g. effect of a placement on the foster carer's own family, changes in
                         the carer's situation and circumstances etc.
 197                   </li>
 198                   <li>
 198                     Carer&rsquo;s practice in line with the National Minimum Standards;
 198                   </li>
 199                   <li>
 199                     Child/ren in placement:
 201                     <ol style="list-style-type:lower-alpha">
 202                       <li>
 202                         Their health, cultural, educational, leisure and family time needs - and any support
                             needs;
 202                       </li>
 203                       <li>
 203                         Progress and work with respect towards each child's Care Plan;
 203                       </li>
 204                       <li>
 204                         Any accidents, injuries and illnesses experienced by each child;
 204                       </li>
 205                       <li>
 205                         Any complaints in relation to children placed with them and their outcomes;
 205                       </li>
 206                       <li>
 206                         Any issues around behaviour management in relation to children placed with them;
 206                       </li>

 207                         Any other significant events (see

 207                           Section 1, Introduction

 208                         Any medication, medical treatment or first aid administered.

 210                     Training/development issues for the foster carers and their family, including evidence of
                         the National Minimum Standards (Personal Development Plans should be reviewed at each
                         supervision and reviewed document attached to the carer&rsquo;s file);
 210                   </li>

 211                     Safe caring and health and safety issues;
 211                   </li>
 212                   <li>
 212                     Foster carer's recording which is to be reviewed by the fostering social worker who should
                         load the record to the carer&rsquo;s and child&rsquo;s file.
 212                   </li>
 213                 </ol>
 214                 <p>
 214                   The supervision visits should be recorded on a pro forma Foster Carer Supervision Record,
                       approved by the foster carer and the fostering social worker, and should include:
 214                 </p>
 215                 <ul>
 216                   <li>
 216                     Any concerns expressed;
 216                   </li>
 217                   <li>
 217                     Any support needs expressed by the foster carers and how they will be met;
 217                   </li>
 218                   <li>
 218                     Any financial issues.
 218                   </li>
 219                 </ul>
 220                 <p>
 220                   A record of all meetings should be kept on the foster carers' file and one copy given to the
                       foster carers.

 229                   3. Frequency of Supervision
 229                 </h2>
 230                 <p>
 230                   Frequency of supervision meetings will be agreed between the foster carer and the
                       fostering social worker and as appears necessary in the interest of the children placed with
                       them. Frequency may vary dependent of the nature and type of placements provided.
 230                 </p>

 231                   The following minimum frequency is required:
 231                 </p>

 232                   Temporary approval under Regulation 24
 232                 </p>
 233                 <p>
 233                   For the duration of temporary approval visits will be at a minimum of once every 4 weeks.
 233                 </p>
 234                 <p class="bold">
 234                   Short Term placements
 234                 </p>
 235                 <p>
 235                   For newly approved carers supervision by the fostering social worker should be 6 weekly, at
                       least up until their first review and Agency Decision.
 235                 </p>
 236                 <p>
 236                   Following a first successful review and Agency Decision, visits by the fostering social
                       worker may be reduced to 8 weekly, if appropriate.

 237                   Permanent placements
 237                 </p>
 238                 <p>
 238                   Where the only placements offered are permanent, after a year of the permanent match,
                       visiting can reduce to 12 weekly, for placements that are assessed as stable.

 239                   On hold placements
 239                 </p>
 240                 <p>
 240                   There may be occasions where a foster carer is unable to offer placements yet remains
                       approved. A minimum of 12 weekly visits should be conducted to focus on future availability
                       and ongoing training and development. The carer&rsquo;s PDP should still be reviewed to
                       consider preparation for future placements.

 241                   Respite and Short Break placements
 241                 </p>

 242                   Visits should take place at a minimum of 12 weekly; however this should be agreed between
                       the carers, fostering social worker and Team Manager, dependant on how many children access
                       placements and the complexities such placements.

 243                 The frequency above is a minimum requirement only and visits can be set and agreed at a higher
                     level as required at the discretion of the fostering social worker in consultation with the
                     team manager or the requirement of the foster carer.

 250                 <h2 id="_4unannounced">
 250                   4. Unannounced Visits
 250                 </h2>
 251                 <p>
 251                   There should also be unannounced visits at least once a year. The main purpose of the
                       unannounced visit will be to look at the home environment that a child is living in and gain
                       a snapshot of family life.

 252                   The unannounced visits will be undertaken by the foster carers' fostering social worker who
                       will need to check:
 252                 </p>
 253                 <ol type="i">

 254                     Who is in the home (a successful unannounced visit will need the children placed to be
                         present);
 254                   </li>
 255                   <li>
 255                     Who is looking after the child/ young person;
 255                   </li>
 256                   <li>
 256                     If the carer is not at home, what arrangements have been made for the care of the foster
                         child young person;
 256                   </li>
 257                   <li>
 257                     The conditions of the child&rsquo;s bedroom and all other rooms in the household;
 257                   </li>
 258                   <li>
 258                     The standard of cleanliness that outdoor spaces are sufficient and well maintained and
                         there are no obvious hazards;
 258                   </li>
 259                   <li>
 259                     The interaction and relationship between the child, foster carers and others in the home;
 259                   </li>
 260                   <li>
 260                     The views of the foster child about their placement.
 260                   </li>
 261                 </ol>
 262                 <p>
 262                   If the foster carers are not at home, the fostering social worker should leave a note for
                       the foster carers to say that they have visited. The unsuccessful attempt will be recorded
                       on the carer&rsquo;s case file.

 263                   If the foster carers are not at home but the child is present and being cared for by someone
                       else, the social worker should check the identity of that person but should not continue
                       with the visit.
 263                 </p>

 264                   Unannounced visits should be recorded.

 265                   There should not ordinarily be a regular programme of unannounced visits without particular
                       reason – for example if a foster carer is being closely monitored. In such an event the
                       reason for such will be explained to the foster carer.

 274                   5. Support Visits
 274                 </h2>

 275                   Support visits can also be conducted as and when required for a specific purpose. Support
                       visits may be agreed between the foster carer and fostering social worker to offer support
                       with matters such as a new placement, placement difficulties, the end of a placement
                       (whether that be planned or unplanned), change in circumstances or in the event allegations
                       are made. Occasionally the child&rsquo;s SW may attend support visits if required or
                       requested. Such visits will be recorded on the support visit template.

 283                   6. Support Provided by the Fostering Social Worker

 284                   Fostering social workers should ensure the following tasks are completed:

 287                   <li>
 287                     Complete induction with newly approved foster carers; for the first month maintain weekly
                         contact, conducting two visits for induction (the carer mentor will also support);
 287                   </li>

 288                     Ensure that all new carers complete the
 288                     <a href="https://www.gov.uk/government/collections/guidance-for-foster-carers"
                         target="_blank" rel="noopener">
 288                       Foster Carer Training, Support and Development Standards
 288                     </a>
 288                     by their first annual review (or within 18 months of approval for family and friends
                         carers);

 289                     Give Foster Carers' Handbook to new carer;
 289                   </li>
 290                   <li>
 290                     Ensure the Foster Carer Agreement is sent to the carer and sure their understanding of it:
                         2 copies to be signed and one returned and placed on the carer's file;

 291                     Support carers and / or provide a mentor to support with any specialist issues for
                         disabled children for e.g. support in completing applications for Carer's Allowance,
                         Disability Living Allowance etc.

 295                     Complete risk assessments surrounding bedroom sharing (each child over 3 has their own
                         bedroom or, where this is not possible, the sharing of the bedroom has been agreed by the
                         placing authority). Discuss and check equipment (especially in the child's bedroom) and
                         ensure it is appropriate to the age of the child in placement;

 296                     Take part in discussions about potential placements;
 296                   </li>
 297                   <li>
 297                     Take part in planning meetings regarding placements;
 297                   </li>
 298                   <li>
 298                     Ensure that the child's social worker give the foster family full information about
                         children about to be placed, including a history of abuse or suspected abuse  and the
                         reason for the placement, the child's educational, medical, religious, racial, linguistic
                         and cultural needs;
 298                   </li>

 299                     Discuss issues relevant to contact with birth parents and other family members;
 299                   </li>
 300                   <li>
 300                     Discuss how child's health needs are promoted and how children should be encouraged to
                         adopt a healthy lifestyle;
 300                   </li>
 301                   <li>
 301                     Assist carers in dealing with other relevant services such as health and education;
 301                   </li>
 302                   <li>
 302                     Discuss appropriate training to provide appropriate care when caring for children with
                         complex health needs;
 302                   </li>
 303                   <li>
 303                     Assist carer with training needs for appropriate safer care practice, including skills to
                         care for children who have been abused. For foster carers who offer placements to disabled
                         children, this includes training specifically on issues affecting disabled children;
 303                   </li>
 304                   <li>
 304                     Discuss financial issues with the carer: allowances, pocket money, leisure activities,
                         toiletries and travelling etc. and the importance of complying with the terms of the
                         Council's insurance policy for carers;
 304                   </li>

 305                     Enquire about holiday plans the carers have made, and if the child is able to join them?
