The regulations and national minimum standards are the responsibility of the
Secretary of State for Health, but it is the responsibility of the National Care
Standards Commission to apply them to the individual establishments and agencies
it regulates. The Commission will therefore advise on the regulations’ and standards’ applications in particular circumstances. Other queries – for example about the
