September 2022 Updates

The following updates will be made to the London Safeguarding Children Procedures with effect from the 30th September 2022

New Chapter

Chapter CP6, Children Moving Across Borough Boundaries has been re-written. Please read the whole chapter.

  • Introduction – there are minor changes to the introduction which now incorporates the definition of the terminology used throughout the rest of the chapter.
  • There is a new section which sets out the arrangements for children who move whilst subject to child protection enquiries or an assessment of need.
  • There are minor changes to the section dealing with children who move whilst subject to a child protection plan.
  • The section dealing with children in need has been strengthened; the procedures for children that move whilst subject to a child in need plan are now equitable to those for children subject to a child protection plan.
  • There is a new section dealing with other children moving across borough boundaries.

Other Amendments

  • Chapters CP2 – Referral and Assessment, CP3 – Child Protection Enquiries and CP4 – Child Protection Conferences have been updated to include reference to the risk of sudden unexpected death in infancy (Out of routine: A review of sudden unexpected death in infancy (SUDI) in families where the children are considered at risk of significant harm - Child Safeguarding Practice Review Panel 2020).
  • Chapter CP3 – Child Protection Enquiries now clarifies responsibility for undertaking child protection enquiries when a child is not in their home area and participation in strategy meetings / discussions.
  • Chapter CP4 – Child Protection Conferences now clarifies arrangements for sharing reports.
  • Chapter CP7 – Allegations has been amended to provide consistency in respect of the response to low level concerns and to include the wider definition of people in positions of trust (Police, Crime, Sentencing and Courts Act 2022 has extended the definition of Position of Trust within the Sexual Offences Act 2003 section 22A ( https://www.legislation.gov.uk/ukpga/2003/42/section/22A) to include anyone who coaches, teaches, trains, supervises or instructs a child under 18, on a regular basis, in a sport or a religion
  • Chapter PA2 – Safe Recruitment now includes a recommendation for online checks to be undertaken on prospective employees (KCSIE 2022).

  • PA1 – Roles and Responsibilities - includes the extended definition of people in positions of trust, replacement of references to CCGs with Integrated Care Boards replacement of references to Public Health England with refences to the Office of Health Improvement and Disparities.
  • PG18 - Harmful Behaviour - A link has been added to Harmful Sexual Behaviour Support Service for the Children’s Workforce (Marie Collins Foundation).
  • PG22 - Information and Communication Technology (ICT) based Forms of Abuse - links to Talking to Your Child About Online Sexual Harassment (Children’s Commissioner).
  • PG32 – Parents who misuse substances - links to NICE Quality Standard QS 204 Foetal Alcohol Spectrum Disorder.
  • PG37 - Sexual Exploitation - includes the updated definition of people in positions of trust.
  • PG 43 – Trafficked and Exploited Children - links to CPS Guidance on Victims of Modern Slavery, Human Trafficking and Smuggling.
