The revisions move some key decisions from Head of Service to Assistant Director level. This is aimed at ensuring such decisions have full regard for the needs of the child and are fully informed by related costs. These decisions concern primarily entries into care, external placements and use of counsel.

The Scheme also now includes principles/criteria to inform decision-making on specific issues being taken at Board level, as agreed by the Board on 20 September 2022.
